２００８年１１月１１日（火）と１２日（水）の２日間にわたり、「アジア・太平洋地域における農業環境で問題となる有害植物・昆虫に関する国際セミナー」 (International Seminar on Management of Major Emerging Plant Pests in Agriculture in the Asian and Pacific Region （ＵＲＬを修正しました。2012年1月）)が開催されました。この国際セミナーは、亜太糧食肥料技術中心 （Food and Fertilizer Technology Center (FFTC)）、台湾林業試験所 （Taiwan Forestry Research Institute (TFRI) （ＵＲＬを修正しました。2014年10月））、台湾動植物防疫検疫局 （Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) （ＵＲＬを修正しました。2014年10月））、農業環境技術研究所 (NIAES) の４つの組織が共催して、台北市 （台湾） において行われました。
この国際セミナーの目的は、農業環境に重大な影響を及ぼす外来生物の管理や制御のあり方について、アジア・太平洋地域諸国が知見や情報を共有することです。セミナーでは、アジア・太平洋地域における外来生物の現状や侵入状況、外来生物の侵入防止や制御のための有用な情報ツールとなるAPASD (Asian-Pacific Alien Species Database) （サイトのURLが変更されました [2014年1月31日]） の機能向上と情報集積の推進、リスク分析や管理スキームに関する知見の共有などをテーマとして、１９題の Resource paper と Country report （カンボジア（１題）、インドネシア（１）、マレーシア（１）、フィリピン（１）、タイ（１）、ベトナム（１）、台湾（５）、日本（８））が発表され、活発な意見交換がありました。
セミナーの最後に、アジア・太平洋地域での連携強化と APASD への情報集積の促進、外来生物の水際での監視のための制度・体制の整備や検知技術開発の重要性、外来生物による被害とその管理・制御について農業者やステークホルダーとともに全国民の理解を得ることの重要性などが提起されました。
セミナーの翌日からは、関連する研究機関 （台湾農業試験所 Agriculture Research Institute （台中縣）、台湾特有生物研究保育中心 Endemic Species Research Institute （南投縣）、国家紅火蟻防治中心 National Red Imported Fire Ant Control Center （台北市））、および有機農法を実施している農業現場 （振信製茶廠 （南投縣）、玉峰合作農場 （南投縣）、金勇DIY休閒農場 （新竹縣））での現地検討会が開催されました。
日本からは、農業環境技術研究所の研究者のほか、秋田県立大学、東京大学、農村工学研究所、国際農林水産業研究センターの研究者に参加していただききました。
